I think the monorail is somewhere in the gray area of the smc 12a.24.025. Doesn't the courier association of seattle own those cement office chairs/desks, and therefore would they not be considered private property to do as one pleases?

10-4 on the gray area, or at least a lot of gray cement. Talk to Andrea Clinkscales about groups of people taking possession or "ownership" of public spaces. If anything fits into that category it's the chunk of sidewalk outside Banana Republic.
