the google confirmed it was all about dollar signs. the NFL and their money: "In 1970 and continuing through 1981, Topps did not have a license agreement with the NFL to use logos. However, they did apparently obtain an agreement with the NFL Players Association in 1970 to show the players in uniform with numbers but without logos"
